The Lokpal issue once again made the people across India to debate partly on reservation, democracy and Freedom of speech. Mostly these people are from the middle/upper middle, and elite class of the Indian society.
In recent times India has seen number of corruption cases. Such as 2G, illegal Mining scam in Karnataka, etc. For more details check the web link , (This list is just the politicians), The black money in foreign country is mostly the corporaters (click): , not to forget the bueracracy too: A 2005 study done by Transparency International (TI) in India found that more than 50% of the people had firsthand experience of paying bribe or peddling influence to get a job done in a public office.[2] Taxes and bribes are common between state borders; Transparency International estimates that truckers pay annually US$5 billion in bribes.[3] A 2009 survey of the leading economies of Asia, revealed Indian bureaucracy to be not just least efficient out of Singapore Such as a background a movement called India Against Corruption takes up the lead role a new law to handle such cases. (Wikipedia). The swiss bank in 90s released list of people who have account in their bank, it included Mr. Rajiv Gandhi who had then Rs. 13,200 crores. It is the only reason the UPA II signed an agreement with the Swiss Bank authority that the bank will only furnish details of those who open or hold an account in future. Hence the past information will not be acquired by the Indian government. If we look back the last loksabha election campaign, Mr. Advani’s first target was bringing black money from the Swiss bank. It doest mean that BJP, CPI (M), CPI, BSP etc are not corrupt. Most of the political organization in India do have trust, etc, which would be making their black money into white. It is also the fact the major corporations, TATA, AMBANI all sponsor the political parties during election. If we have to recall the Kingfisher was bailed out by the Indian government.
Therefore in India every organization, corporations, politicians, Bureaucrats most of them are facing the corruption charges. However, it should not surprise anyone, that why only politicians are blamed. India is Socialist Secular Democratic Republic with a parliamentary system of government. Certainly we have bureaucrats who have their own power in State and center India's suffocating bureaucracy was ranked the least-efficient by the survey, which said working with the country's civil servants was a slow and painful process. They are a power centre in their own right at both the national and state levels, and are extremely resistant to reform that affects them or the way they go about their duties, PERC said. (Indian Express: June 3, 2009). But why politicians are only blamed is to be seen in the diversified India. The problem of politician termed as corrupt in large scale is only after the Mandal commission’s implementation of OBC reservation. Since then many of the dominant caste in politics and even in the political parties were replaced by the OBC population. Therefore we could see since then a large number of OBC’s as Parliamentarians. This created an antagonism from the Upper caste and the dominant caste Brahmins who were reluctant in promoting or encouraging the downtrodden communities. Though NDTV 24/7, TIMESNOW, CNNIBN would speak in lavish English against caste system, but whenever a political party is contesting elections, or forming a government, these channels will be comfortable with the political parities decision in giving chances to the dominant Caste community. Therefore it is very important to see who speaks about corruption in India. The Team Anna’s members are many but let us take three, those are Ms. Kiran bedi (former IPS officer), Mr. Aravind Kejriwal (former government servant and started an NGO), Mr. Kisan Baburao Hazare (Former solider), Once “Justice P.B. Sawant (Retd) told television news channels on Sunday that his inquiry had revealed that `2.2 lakhs had been diverted from Mr Hazare’s trust for his birthday celebrations, and that this action amounted to “corruption”.” It is to be remembered that the majority of the Chief justice, judges, advocates or Brahmins and upper caste in New Delhi. And in India the reservation doesnot imply in appointing High Court and Supreme Court judges. Therefore people should know that the meritorious argument against reservation policy doesn’t hold for Judiciary because it these meritorious judges fall many times for criticism, it is this that makes Mr. Prashant Bhusan to fight for clean Judiciary. It is so difficult for anyone to see a Dalit there.
Team Anna consists of Army, IPS(bueracrat), NGO also Government servant, and Senior advocate in Delhi, and many more. It is these people who are talking about the corruption in India, who also was part of the Bueracratic system which was one of the reason for massive corruption. It is better they spoke about the system where they once belonged, rather than the outsiders speaking. At present all of these people fall under an NGO called India against corruption. At this point we should remember the role of NGO in Indian context. In India there are 3.3 million NGO’s registered in the year 2009 one NGO for less than 400 Indians, and many times the number of primary schools and primary health centres in India. Now it is these NGO’s who have gathered to bulldoze the Parliament system. Certainly majority of the NGO’s are maintained by Upper caste and Brahmins in India. We should also not forget that many of the institutes are also registered under the same as an NGO is registered. Most of the schools and institutes in India have registered under a trust, which means no-profit. We should remember that most of the time we complain that these colleges and institutes have the largest fees. One very good example is the Asian College of Journalism in Chennai, which is registered under Trust, and still collects a huge amount. One of the salient features these NGO’s and Trust are that they don’t fall under the government control, therefore they are privileged in fixing the fees, admission etc. Even under the right to information Act these organization do not fall directly. They are not accountable to anyone. However, if an NGO or a Trust gets some revenue from the Government, then they would be part of the Government control. However, we should remember that majority of the big corporate NGO’s will never need government support for their financial purposes. The Right to Inforamtion Act 2005 was passed in India, which did not cover the NGO’s( Trust, Societies, Non-profit companies), it is only in 2007 officially it was included, but still the act never mentioned NGO’s directly by any legal law frame work. Therefore many of the RTI activist faced problem in getting information from schools, institutes, etc. Not surprisingly the NGO’s were not included in Mr. Hazare teams Lok Pal too.
For my surprise Hazare team’s lokpal, makes NGO, social activist, part of the Lokpal panel. Team Anna’s lokpal says that 1. “NGOs not within the scope due to their role in exposing corruption.” Team Anna’s movement India Against Corruption will not fall within lokpal because they are exposing corruption.
2. At least four members of Lokpal shall have a legal background, It could also be an advocate working in the High Court or the Supreme court at least 15 years. Now we should remember that Prashanth bhusan and his father Shanthi Bhusan fall under this category. At least now Shanthi Bhusan can be the member of the Lokpal. 3. In Search committee not less than 5 members from the Civil society within the total 10 members. Many of the NGO’s can be part of it, however only those NGO’s who have Impeccable intergrity and record of public service particularly in the field of fighting corruption shall be eligible for being considered for nomination. If 3 members in the search committee objects to a candidate then the candidate will not be included in the short list. Now we should recall they wanted 5 members from NGO background. In this Team Anna will have a greater say.
(21) The Chairperson or members of Lokpal shall not be serving member of either the
Parliament or the Legislature of any State and shall not hold any office of profit (other
than the office as Chairperson or member) or carry on any business or practice any
profession and accordingly, before he enters upon his office, a person appointed as
the Chairperson or member of Lokpal shall‐
(i) if he holds any office or profit, resign from such office; or
(ii) if he is carrying on any business, sever his connection with the conduct
and management of such business; or
(iii) if he is practicing any profession, suspend practice of such profession, or
(iv) if he is associated directly or indirectly with any other activity, which is
likely to cause conflict of interest in the performance of his duties in
Lokpal, he should suspend his association with that activity.
Provided that if even after the suspension, the earlier association of that
person with such activity is likely to adversely affect his performance at
Lokpal, that person shall not be appointed as a member or Chairperson of
Lokpal.
Therefore even Team Anna has chances of becoming the chairperson/member of Lokpal. It is so atrocious that the Team Anna’s NGO: India Against Corruption wanted to take over the Lokpal body in to address corruption.
Above is the reason for me to keep away from Team Anna’s India Against Corruption, it is selfish on their part of not including NGO, corporate, trust, societies etc. Even the corporate media is not under the Lokpal of Team Anna’s. Overall, Team Anna’s lokpal concentrates mostly on the Government organizations. Every government in the center is converting government sectors into Private sectors. Therefore Private sectors too should fall under the Lokpal, even under RTI. I feel it is only reason for corporate media being comfortable in giving voice only for Team Anna. I remember one incident in Delhi, while Team Anna was protesting some Dalits/OBC and others protested against Team Anna. A TV crew came there and abused those who were protesting against Team Anna saying you are obstructing Traffic. I fail to understand why such TV crew never question Team Anna for obstructing Traffic either in Mumbai or Delhi. It may not surprise most of the media person are educated in either of the Brahmanical institute, who don’t even understand what is Reservation.
One of the major difference between the debate on reservation during mandal and at present, I see the Team Anna is not comfortable in expressing their view of anti-reservation openly. However, the media especially Rajdeep Sardesai, openly advocated against the Reservation in Lokpal.
NDTV, TIMESNOW, CNNIBN all were allout war on the congress government for giving reservation in lokpal. Every media said Lokpal is not a job seeking institution or providing job it is to investigate corruption. I wonder what have these news channels been doing these many year of not understanding about reservation.
Also they state, CVC, Election Commission, CAG do not have reservation policy in selecting the chairperson. These bodies are just advocating body, and lokpal is above all these bodies which has too much power. In a country like India with too many diversity, there must be a body which understands and respects the diversity, that is the only reason we need reservation. In other words, we can still witness. Orelse we will have some news media such as Rajdeep sardesai who will be a chairman of the Lokpal.
This context we should remember that majority of the News Media were involved in the 2G Scam, Rajdeep sardesi, Burka Dutt, etc played key role in 2G scam and now only a Dalit minister Mr. A.Raja is victimized. It is the same media advocating for corruption free India.
Let there be a lokpal, which will be independent.
Let the Lokpal have powers to inquire any one including NGO, Corporate, Trust, News Media, Societies.
Let there be a lokpal, which has reservation for all members of the depressed community.
At last, the present lokpal of the government is fully controlled by the government. it is useless to even pass the law. they must be independent of the government.
I remember in Rajasabha while the debate was going, the BJP objected for including Trust into the Lokpal. Certainly, no one will know how many trust is controlled by BJP.

Live Channel to Start
I am frustrated seeing news on the national Medias. And certainly the regional medias too. The recent media which I liked to watch was the www.puthiyathalaimuraitv.com but suddenly I saw them broadcasting live Hazare’s speech from Chennai. Every one would appreciate for giving live broadcast. The problem is they don’t give live broadcast even for the Kudankulam protest. Many people would say since it is a long protest for days together, it is not possible to broadcast. Basically no Media is interested in real issues therefore whatever it is they will never broadcast. My point is why cant they at least give live coverage when they speak on stage. There were various political and activities giving speeches there, why cant these corporate media broadcast those speeches live.
Saying above I am also sad that every time it is the ruling class exploits the scientific innovation or new technology. See for example, when the mobile or the internet became access many of the ruling elite started exploiting, such as sending sms to mobile phones. Certainly Hazare and his ruthless ‘Nazis’ used the technique and now the government has bought the regulation towards the same. Same with facebook and other internet browsing, soon or later they are going to bring regulations. Therefore I would rather say let us also exploit the internet, before the government brings rules and regulations.
We can start a news TV channel by ourselves, instead of depending upon these pseudo corporate media mafia, working for the interest of the 1% of the billionaire in India. The PM, CM all depend upon these billionaire for their political mileage. Many people might think that starting a news channel would cost a huge amount. But actually we can start with just 10 to 20 thousand rupee.
We know that we have 24/7 news channels, but if you understand it clearly majority of their programme would be filmed and then broadcasted. Only some live coverage we could see. And most us do not see the News 24/7, we choose programme and then fix the time for viewing. Everyone would choose the evening or the morning news. Therefore we should understand that the news channels broadcasts only one hour, which is watched by most. In addition to this there are programmes were we can see the debates etc.
In the above case, since we have movements working on the field, our duty is only to co-ordinate works with them and get footages and upload in one single website. Or gather the news from all the movement and present it as a news. We can organize debates in colleges and put those footages on the web. This is also followed by the Democracy now channel, if I am not wrong. This channel is only online. Remember, almost every news channels are online and they also give advertisement, which means there are many viewers. Anybody is interested please do start.

Tamilnadu Untouchability Eradication Front (CPM): A critique
Ayya Adhiyamaan says: Theendaamai Olipu Munnani(Untouchablity Eradication Front) was started in Tamil Nadu few years before, which is a wing within CPM (Tamil Nadu), Aathi Thamilar Peravai also joined them. Even at that point we objected to the name "Theendaamai", because this was spoken during the Gandhi's period. Therefore it is not appropriate to talk about the same after 50 years of independence. Basically it should either be as Caste eradication or eradication of Hindu religion, such we argued. Even then they did not yield to the idea of opposing the name. However, they were taking so many issues related to Arunthathiyars, which made us to feel better.
I do not completely reject them, but still they have not understood the reality.
If they are very serious about Dalits getting political power, then they should stop fighting for temple entry, untouchability, etc and they should provide utleast 10 districts secretary post for Dalits within 30 districts, which will result to solve Dalit problem themselves. In particular they should give atleast 5 district post for arunthathiyars.
At present even in state level, district level or thaluk level, there are still no posts are given to dalits according to their percentage. Therefore they speak the 'untouchability' as Gandhi spoke. Gandhi standing within the Hindu Religion, started saying that we should be together, we should not separate. That was the reason for him to use the word "Harijan", The same concept is followed by CPM (TNUEF) even after 50 years of independence, which means talking abstractly about dalit, and not serious about their emancipation. Therefore I am here to say that last week Aathi Thamilar Peravai has withdrawn the membership from TNUEF.

september 11, 2011 caste violence in Tamil Nadu: the Truth, ground report.
செப்டம்பர் பதினொன்று நினைவுநாள், வருஷத்தில் இந்த ஒரு நாள் மட்டும்
தென்மாவட்டங்கள் மற்றும் தமிழ்நாட்டில் உள்ள தலித் அமைப்புகள் பரவலாக இந்த நினைவு இடத்திற்கு(தீயாகி இம்மானுவேல் சேகரன்) வந்து செல்வார்கள். ஒவொரு ஆண்டும் இந்த இடத்துக்கு வருவோர்கள் அதிகரித்துக்கொண்டுதான் இருக்கிறார்கள்.
கடந்த பத்துஆண்டுகள் ஜான் பாண்டியன் அண்ணன் சிறையில் இருந்ததால் வரவில்லை. மற்ற தலைவர்கள் வழக்கம்போல் வருவார்கள். அதை போல பல ஆண்டுகளாக அண்ணன் கிருஷ்ணசாமி சட்டமன்ற உறுப்பினர் ஆகவில்லை. இந்த முறை இவர் இருவரும் வருவதால், ஊடகங்கள் இந்த ஆண்டு மிக அதிகமாக கூட்டம் சேர்வார்கள் என்று பதிவு செய்திருந்தார்கள். ஆகையால், இந்த ஆண்டு மிக எதிர்பார்ப்புடன்தான் கூடியது இந்த நினைவுநாள்.
இன்று கலவரம் வேடிததிற்கு காரணம், அண்ணன் ஜான் பாண்டியன் நை தூதுகொடியில் இன்று காலையில் காவல் அதிகாரிகள் கைதுசெயததால் தான். அரசாங்கமோ அவரை கைது செய்யவில்லை என்று பொய் சொலுகிறது, ஆனால் அவை உண்மை அல்ல.
அண்ணன் ஜான் பாண்டியனை கைது செய்ய காரணம், முதல் நாள் இதே ராமநாதபுர மாவட்டம், நந்தனமால் என்ற ஊரில் ஒரு தலித் சிறுவன் நாடகத்தை பார்த்து கொண்டு திரும்பிய பொழுது அவனை தேவர் சமுகத்தை சேர்ந்தவர்கள் அடித்தே கொன்றனர். ஆகையால், அண்ணன் ஜான் பாண்டியன் அவர்கள் இமானுவேல் சேகருக்கு அஞ்சலி செலுத்திய பின்பு அந்த சிறுவன் வீட்டுக்கு செல்வார்கள் என்று உளவு துறைக்கு தகவல் கிடைகிறது. ஆகவே, ஜான் பாண்டியன் அவர்கள் அந்த சிறுவன் விட்டுக்கு சென்றால் செல்லும் வழியில், தேவர்கள் உள்ள கிராமங்களில் எதிர்ப்பு தெரிவிப்பார்கள்( இல்லையேல் மட்டும் இந்த தேவர்கள் தீயாகி இம்மானுவேல் சேகரின் நினைவு நாளை ஏற்று கொண்டார்கள, இல்லையேல் மூடிகிட்டு இருந்தார்களா இல்லை, எதோ ஒரு பிரச்னை செய்வது வழக்கம், காரணம், சாதி வெறி பிடித்த நாய்கள்), தலித்துகளும் அதை எதிர்பார்கள் என்பதால், காவல் துறையினர் ஜான் பாண்டியன் அண்ணனை தூத்துக்குடியில் கைது செய்கிறார்கள். இந்த தகவல் அஞ்சலி செலுத்த ஜான் பாண்டியன் வருவார்கள் என்று காத்து கொண்டு இருந்த மக்களுக்கு அதிர்ச்சி, இருபினும் அவர்கள் காவல் அதிகாரிகளிடம் ஜான் பாண்டியன் அண்ணனை அஞ்சலி செளுதவாவது அனுமதிக்குமாறு கேட்டனர், காவல் அதிகாரி மறுத்தார். ஆதலால் அஞ்சலி செலுத்த காதுகொண்டுயருந்த மக்கள் போருடுகிரார்கள், (போராடியவர்கள் கற்களை விசியதால் காவல் துறை துப்பாக்கி சுடு நடத்தியதாக போய் பிரச்சாரம் செய்கிறார்கள், ஆனால் அக்டோபர் 30 இல் முத்துராமலிங்க தேவருக்கு நினைவு நாள் நடக்கும் பொழுது மிக அதிகமாக கூடம் சேரும், அந்த நிகழ்ச்சியில் இதை போன்று துப்பாக்கி சுடோ அல்லது படுகொலைகளோ இதுவரையுளும் நடந்ததுகிடையாது. சாதி இந்துகளுக்கு ஒரு கோபம் என்வென்றால் ஒரே மாவட்டத்தில் தேவருக்கும், தலித்துக்கும் நடக்கும் நினைவு அஞ்சலி சரிசமமாக நடக்கிறது என்று. அதாவது தலித்துகளும் மிக அதிக கூத்தை சேர்கிறார்கள், அல்லாமல், நிறைய தலைவர்களும் வர்கிறார்கள் என்பது சாதி ஹிந்துக்களுக்கும அங்கு உள்ள தேவர்களுக்கும் போருகமுடிவதில்லை.
தெய்வதிருமகனார் என்று தேவர்கள் முத்துராமலிங்க தேவரை அளிப்பது வழக்கமாக கொண்டுயள்ளனர், அதை போலவே, தலித்துகளும் இம்மநுஎல் சேகரை அளிப்பது வழக்கம். சில மாதங்களுக்கு முன்பு தேவதுருமகனார் என்று ஒரு தமிழ் படம் வெளியானது, அதற்கு தேவர்கள் கடுமையாக எதிர்த்தார்கள், தேவர்கள் பலர் திரைப்பட துறையில் இருப்பதால் அவர்கள் பெயரை மாற்றி தெய்வத்திரு மகள் என்று பெயர் வைத்தார்கள்.
ஆகையால், இபொழுது தலித்துகள் இம்மானுவேல் சேகரை வழக்கம் போல் தேவதிருமகனார் என்று ப்ளெக்ஸ்சியும் பந்நேரையும் தயாரித்தார்கள், இதை கடுமையாக தேவர்களில் ஒரு பிரிவினர்(மறவர்) அவர்கள் எதிர்த்தார்கள், காவல் நிலையத்தில் புகார் செய்தனர். கவல்துரைனர் பேனர் எழுதுவூரையும், ப்ளேசி அடிபோரையும் மிரடுகிறது, ஆகையால், அதிகமானோர் திருமகனார் என்ற வார்த்தையை அடிபதிலை, ஆனால், அண்ணன் ஜான் பாண்டியன் அவர்களுடைய இயக்கம் பரவலாக தெய்வதிருமகனார் என்பதை எழுதினார்கள். இபப்டி எழுதியதால் காவல் துறைக்கு இவர்கள் மீது வெறி, நாம் சொல்வதை இவர்கள் கேட்பதில்லை என்பது, அதைப்போல தேவர் சமுகத்தில் உள்ள அமைச்சர்களுக்கு கூடுதலான வெறி தலித்துகளின் மீது, இந்த தேவர் சமுகத்தில் உள்ளோர் திவதிருமகனார் என்ற வார்த்தை தேவர்கள் மட்டும் பயன் படுத்தவேண்டும், தலித்துகள் பயன் படித்தினால் அந்த வார்த்தைக்கு மரியாதை இல்லாமல் போகும் என்று கோவம்.

பதிவி ஏற்று ஒரு ஆண்டு கூட ஆகாத நிலையில், சாதி வன்முறையை கட்டவிழ்த்து விட ஜெயலலிதாவின் அரசாங்கம் மீது பேரும அதிருப்தி தலித்துகளுக்கு.
இன்று நடந்த பரமக்குடி மறியல், மற்ற இடங்களுக்கும் பரவியது இதுவே முதலாவது.
பாரதிக் ஊரில் மறியல், மதுரையில் மறியல், இளையான்குடியில் மறியல், முதலோதர் பக்கம் பதைற்றம், மற்றும் அதிகமான இடத்தில பதற்றமான நிலையுள்ளது,

தென்மாவட்டங்கள் மற்றும் தமிழ்நாட்டில் உள்ள தலித் அமைப்புகள் பரவலாக இந்த நினைவு இடத்திற்கு(தீயாகி இம்மானுவேல் சேகரன்) வந்து செல்வார்கள். ஒவொரு ஆண்டும் இந்த இடத்துக்கு வருவோர்கள் அதிகரித்துக்கொண்டுதான் இருக்கிறார்கள்.
கடந்த பத்துஆண்டுகள் ஜான் பாண்டியன் அண்ணன் சிறையில் இருந்ததால் வரவில்லை. மற்ற தலைவர்கள் வழக்கம்போல் வருவார்கள். அதை போல பல ஆண்டுகளாக அண்ணன் கிருஷ்ணசாமி சட்டமன்ற உறுப்பினர் ஆகவில்லை. இந்த முறை இவர் இருவரும் வருவதால், ஊடகங்கள் இந்த ஆண்டு மிக அதிகமாக கூட்டம் சேர்வார்கள் என்று பதிவு செய்திருந்தார்கள். ஆகையால், இந்த ஆண்டு மிக எதிர்பார்ப்புடன்தான் கூடியது இந்த நினைவுநாள்.
இன்று கலவரம் வேடிததிற்கு காரணம், அண்ணன் ஜான் பாண்டியன் நை தூதுகொடியில் இன்று காலையில் காவல் அதிகாரிகள் கைதுசெயததால் தான். அரசாங்கமோ அவரை கைது செய்யவில்லை என்று பொய் சொலுகிறது, ஆனால் அவை உண்மை அல்ல.

தெய்வதிருமகனார் என்று தேவர்கள் முத்துராமலிங்க தேவரை அளிப்பது வழக்கமாக கொண்டுயள்ளனர், அதை போலவே, தலித்துகளும் இம்மநுஎல் சேகரை அளிப்பது வழக்கம். சில மாதங்களுக்கு முன்பு தேவதுருமகனார் என்று ஒரு தமிழ் படம் வெளியானது, அதற்கு தேவர்கள் கடுமையாக எதிர்த்தார்கள், தேவர்கள் பலர் திரைப்பட துறையில் இருப்பதால் அவர்கள் பெயரை மாற்றி தெய்வத்திரு மகள் என்று பெயர் வைத்தார்கள்.

Dalit woman panchayat chief “faced discrimination”
The Dalit (Arunthathiyar) panchayat president, P. Krishnaveni of Thalaiyuthu panchayat in Tirunelveli, who was brutally attacked by a gang recently, had repeatedly filed complaints with the police officials and district administration citing caste-based discrimination but the administration failed to act, says a fact-finding report.
A fact-finding team, comprising members of Confederation of Federations of Elected Presidents of Panchayat Government, Tamil Nadu and Puducherry; Tamil Nadu Federation of Women Presidents of Panchayat Government; and Dalit Panchayat Presidents Federation of Tamil Nadu, visited the village twice and spoke to the villagers, members of gram sabha and a few officials.
The report, which was released here on Tuesday, says that Ms. Krishnaveni had been facing discrimination right from the day of her announcement to contest elections. She was not allowed to sit in the chair that was allotted for the elected president. Since May, 2007, she had filed 12 complaints with the police and district administration about the discrimination and on her right to function independently but no action was taken.
The fact-finding team has found that Ms. Krishnaveni had to seek the help of District Collector to execute her duties as the vice-president had been thwarting all attempts made by her to work independently.
There were reports that the vice-president and his supporters usually disrupted the proceedings of gram sabha meeting and she had to seek police protection to conduct meetings.
Irrespective of caste affiliation, she had functioned in an unbiased way, stated the villagers. She had taken many decisions in a bold manner which had invited the wrath of a few sections of the dominant castes.
The team also came to know that Dalit presidents belonging to 125 panchayats in the district were subject to one form of discrimination or the other.
Recommendations
The State Government should ensure legal and administrative safeguards and guarantees enshrined in the Constitution. State and district administration should intervene immediately and provide non-discriminatory and atrocity-free political environment for the chiefs to function independently and effectively. The report concluded that panchayat presidents belonging to Dalit communities and women in particular were still being discriminated against.

தோழர்களே, அருந்ததியர் இயக்கங்கள் சில பொழுது துப்புரவு மற்றும் தோல் தொழில் செய்வோர்களுக்கு மறுவாழ்வு என்று கூறுவார்கள். முதலில் மறுவாழ்வு என்றால் என்ன. இவர்கள் மர்ருவாழு என்று சொல்லும் பொழுது, இந்த சாதி தொழிலில் உள்ள இழிவை போக்க வேண்டும் என்று கூறுகிறார்கள். தொழிலை ஒளிபதால் சாதி ஒழியாது என்பது அனைவரும் அறிந்ததே. மற்றும் எத்தனை அருந்ததியர் இயக்கங்களுக்கு தொல்தொளில் மற்றும் துபரவு பணிபுரியும் நமது சகோதரரின் பிரச்சனைகள் தெரியும். இந்தகட்டத்தில் வீடியோ வை அனைவரும் பார்க்க வேண்டும்.
இப்படி இருக்க, நான் அண்ணன் அதியமான் சொல்லும் கருத்தை நம்ப்புபவன், அதாவது, அருந்ததியரின் விடுதலையே அனைவரின் விடுதலை என்று குருவார். ஆனான் நமது இயக்கங்கள் ஒரு மாற்று அரசியலை பார்க்க வில்லை. பறை அடிக்கும் பறையர்கள் தங்களது பறையை ஆயுதமாக கொண்டார்கள். நம்மால் அதை செய்ய இயலாது. தொடபதை ஏந்திக்கொண்டு போராட முடியாது என்பது பரவலாக உள்ள கருது. நமது சமுகம் இந்த தொழிலை செய்யும் பொழுது, அந்த தொழிலை ஏற்று கொண்டு செய்யவில்லை என்பதும் அனையவரும் அறிந்ததே. மற்றும் தொழிலே விட்டுட்டு வெளியில் வந்தால் இன்னமும் மோசமாக தான் வாழு நாடாகும் என்பதை தோல் தொழில் செயும் நமது சொந்தங்களை க்கிடால் தெரியும். அதாவது, அரசாங்க வேலையும் போய் ஒரு ப்ரோச்சனமே இல்லை. சாதி ஒழியாது. ஆகவே சாதி ஒலிப்பே இந்த மக்களின் விடுதலை. ஆகா ஒன்று இப்பொழுது புரிந்துகொலவேண்டு என்னவென்றால் சாதி ஒளிபேய் தான் முன்னிருதவேண்டும். அதை விடுத்தது மறு வாழ்வு என்று இந்த மக்களை கேவலபடுதாதிர்கள். 'மறு வாழ்வு என்பது அருந்ததியர்களை ஒடுக்கி ஆளும் சமுகத்துக்கு தான் வேண்டுமே தவிர இந்த மகளுக்கு வேண்டியது இல்லை.
மற்றும் அருந்ததியர் இயக்கங்கள் இட ஒதிக்கீடு வாங்கி விட்டார்கள் பிறகு என்ன, இந்த தோல், துப்புரவு, பண்ணை கூலிகளாக இருக்கும் நமது சகோதரருக்கு என்ன தீர்வு?
நமது இயக்கங்கள் தனித்து நிற்க வேண்டும், மாற்று அரசியல் அப்பொழுதுதான் வரும்.

Whenever we speak of Arunthathiyars only scavenging community comes into the picture and the leather working and people working as slaves under the feudal lordship never come to the public discourse discussion. It is told that arunthathiyars have a very great history in leather industry, no body in India can stand equal to their leather working skills. it is told by the Tamil nadu state government report. We are not aware of what happened to those reports in the government.
It is sad when we compare the Khadar industry and other traditional jobs, which is under the custody of the State Government, the traditional leather industry has been wiped out from the Arunthathathiyars, and not a single person questioned that. For, how long do these political and social movement would make politics out of these innocent tears. And not talk about their political emaciation. Even if the leather working a stigma for the community, how is it not the scavenging profession outrightly continues in the existing in the society. Many movements have been asking the scavenging community to leave the jobs, but the scavengers in karnataka smeared Shit and protested, which only says that these communities are seen lesser than the Shit.
3% reservation was provided by the DMK government, Arunthathiyar movements did protest the government. however, the ruthless AIADMK did not give a single cabinet post for arunthathiyars and we could not see any protest over the issue still. the so-called well wisher for the movement, especially the CPI(M), also keeps numb. Everyone will dance over the issues of Arunthathiyars unless and untill the Arunthathiyars themselves protest these issues.
இதனால் வரையுளும் ஆதி மு க வும் மற்றும் பல அரசியல் கட்சிகளும் அருந்ததரியர் பிரச்சனையை, ஒரு அரசியல் பிரச்னையாக பார்த்ததே இல்லை என்பது மருகபடாத உண்மை. இவர்கள் அருந்தததியர் மலத்தை அல்லும் பொழுது பாவம், அச்சோ என்று ஈச்சு கொட்டினார்கள். அதில் அறிவு ஜீவிகளும் உள்ளார்கள். என்பது எனக்கு மிகவும் வேதனை தான் அழிகிறது.

இந்த ஜீவிகளில் தலித் மக்களும் அடக்கம் என்பது, மிகவும் சொகதைதான் அழிகிறது. தலித் ஜீவிகள் ஒரு நிலையில் சாதியவதிகளாக தான் இருகிறார்கள் என்பதின் விளைவே இந்த சமுகம் இப்படி இருக்க காரணம்.
மலம் அல்லுவோர்களை, மலம் அல்ல வேண்டாம் என்று சொன்னால் சாத்தியம் எப்படி போகும் என்பது எனக்கு புரியவில்லை. கர்நாடகாவில் மலம் அல்லுவோர்கள் மலத்தை தன்மீது ஊற்றி போராடினார்கள். இது எதை குறிகிறது, என்றால், மலத்தை விடவும் இந்த மக்களை கேவலம்மாகதான் இந்த சமுகம் பார்க்கிறது. மற்றும் அருந்ததியர்களை பற்றி பேசும் பொழுது ஏன் மலம் அல்லுவோர்கள் தன எவருக்கும் நினவு வருகிறதே தவிர, தோல் தொழில் செய்யும், பண்ணை குளிகலாக வேலை செய்யும் அருந்ததியர்கள் நினைவுக்கு வருவது இல்லை.
ஆகவே, இந்த சமுகத்துக்கு சாத்தியம் என்பது முதலீளும் கடசியுளும் வருவது மலமே, என்பது குரிபிடதகது. அண்ணல் அம்பேத்கர் சாதியத்தை பற்றி பேசும் பொழுது, காந்திக்கு மலம் அல்லும் தொழிலை தான் முன் நிறுத்துவார். ஆதே தான் நடக்கிறது இம்போளுதிம். ஒரு சமயத்தில் அருந்ததியர்கள், தோல் தொழில் செவதில் மிகவும் திறமை சாலிகள், இவர்கள் செய்யும் தொழிலுக் இந்தியாவிலேய ஈடேனை இல்லை. தோல் தொழில் செய்யும் அருந்ததியர்கள் ஒரு காலத்தில், பொருளாதரத்தில் சிறப்புடன் வாளிந்தார்கள். என்ற பல குறிப்புகளை, தமிழக அரசாங்கம் தயாரித்த ரிப்போர்ட் குறிக்கிறது. அந்த ரிபோர்ட் என்ன ஆனது என்பது எவருக்கும் தெரியாது, ஏன் நமது அருந்ததியர் இயக்கங்களுக்கும் திரியாது.
தொழிற்சாலைகள் வந்தபொழுது, கைத்தொழில் செய்யும் அருந்ததியர்கள் நிரகரிகபடார்கள். அதன் காரணமாக இப்பொழுதும் இவர்கள் உணவுக்கு கூட பணம் இல்லாமல், கொதோடிமய்களாக, தோல் தொழிற்சாலைகளில் பணிபுரிகிறார்கள். மேல் சாதி வர்கத்தில் உள்ள கைத்தொழிலை அரசாங்கம் தனி ஆணையம் பிறப்பித்தது, அதை ஒட்டி, கதர், மற்றும் பல வற்றை முன்னிறுத்தி அந்த மேல் சதி தொழிலை பாதுகாத்தார்கள். இந்த தோல் தொழில் செய்த அருந்ததியர்களை காப்பாற்ற எந்த நாதியும், ஜீவிகளும் இல்லை.
மலம் அழும் தொழில் செய்யும் வோர் ஒரு குறிபிட்ட ஆண்டுக்கு பிறகு அவர்களுக்கு ப்ரோமொசியன் குடுக்கவேண்டும். மற்றும், துபரவு ஆணையம் என்ற ஒன்றை பெயருக்கு இருக்ககூடாது. அந்த ஆணையம் மலம் அழும் குழந்தைகளுக்கு படிப்புக்காக எதுவும் செய்யவில்லை.
மலத்தை வைத்து எந்தனை காலமாகதான் போராட்டம் நடத்துவார்கள் என்பது போருதிருந்துதான் பார்கவீண்டும். ஆனால் இந்த சமுகம் இன்னமும் ஆ தி மு க போன்ற கட்சி களில்தான் இன்னமும் இருக்கிறது. 3 சதவிதம் குடுத்த தி மு க அரசை கண்டித்த அருந்ததியர் இயக்கங்கள், அருந்ததியர்களுக்கு என்று ஒரு மினிஸ்டர் பதவி குடுக்காத ஆ தி மு க அரசாங்கத்தை எதிர்த்து இன்னமும் கூறல் கூடுகவிலை என்பது புரியாத புதிராகத்தான் இருக்கிறது. ஏன் அருந்ததியர்களுகாக போராடும் இயக்கங்கள் குறிப்பாக தீண்டாமை ஒழிப்பு முன்னணி இந்த பிரச்சனையை கையில் எடுக்காதது, அவர்கள் சாத்தியம் பேசி பிழைப்பு தேடும் கூடங்கள். இவர்கள் அனைவரும் இந்த சமுகத்துக்கு வேலை செய்யும் குள்ளநரி கூடங்களே.

Left politics in TamilNadu: in Particular to the Untouchability eradication front.
At the outset the Left politics in Tamil Nadu is as same as in any state they function. At recent times in Tamil Nadu the Left politics has been gaining grounds within Dalit circles with an image of being pro Dalit activists especially in relation to issues based on Arunthathiyars. It was the result of them taking up some issues based on discrimination faced by Dalits and did a ‘wide’ range campaign[1].
The left has a branch within the organization, named Theendaamai Olipu munnani, (A movement focusing on exclusively on fighting against discrimination) which has many Dalit movement leaders as its core members, and certainly the so-called leader of the movement is from a non-Dalit background. The pro-Dalit image created by such organization just left Dalit divided within the Dalit movement, which is leading activist to exclusively join hands with the Left movement. This writing would focus on these movements to give a clear picture on Left politics in Tamil Nadu.
Since the Left party’s origin, they have been fighting for a ‘secular’ state and to empower the labours. In relation to ‘secular’ state, my reservation on these left Parties is sincerely suspicious over their stand. The recent bomb blasts in India would remove their secular mask. I suspect left parties have ever opposed the state in picking up innocent Muslim youths as terrorists. In Tamil Nadu context, recently in Madurai, a cows head was seen in RSS (Rashtriya Swam Sevak) office[2]. Before this incident there were several incidents such as a pig’s head was seen inside/out of a Masjid, and at one point there were human excreta thrown in the Masjid. Repeated complaint to the police by the Muslim community fell in the deaf hear. However, when a cows head was seen in the RSS office, the police picked up some innocent Muslim youths and tortured and kept under unauthorized police custody[3]. In this issue, the left movement was completely absconding. Maybe they will wait for another Pink chaddi campaign[4]. The so-called civil society was not an exception.
In relation to the stand taken by the left movements on Dalit issues is not sincere too. In Tamil Nadu the left started talking about caste from the year of 2000, though there were Dalit movements earlier fighting against the discrimination, these left were mere spectator. At present we could witness a vast range of Dalit movements fighting against the discrimination. Left has been forced to take the issue on caste in recent days. However, the suspicious stand they took during the Tamil Nadu Assembly polls revels their sincerity towards Dalit’s emancipation. Not a single candidate from Arunthathiyar community was given a seat. It is the same left which claims that they fight for Arunthathiyar community. There is also an understanding that Left played a crucial role in getting 3% inner reservation for Arunthathiyar community, which I doubt. The history of Arunthathiyar movement fighting for the inner reservation would reveal the facts. There were number of Arunthathiyar’s movements fighting for inner reservation in particular Aathi Thamilar Peravai and Mathivanan’s contribution cannot be subjugated. These rumors created by the Left sympathizers only to include Arunthathiyars as a political vote bank. And Arunthathiyars should realize the Lefts sincerity towards the issue of emancipation of Dalits.

இந்தியாவில் குறிப்பாக தமிழ்நாட்டில் இடது சாரிகள் தலித் மக்களுக்கு என்ன செய்தார்கள் என்று நாம் அவர்களின் அரசியல் வரலாற்றை பார்போமேயானால், அந்த வரலாறு தலித் மக்களுக்கு சோகத்தை தான் தருகிறது. ஒரு சிறிய எடுத்துகாட்டு, நடை பெற்ற சட்டமன்ற தேர்தலில் எதனை அருந்ததியர்களுக்கு இடம் குடுத்தார்கள். ஒன்று கூட இல்லை, அது மாத்திரம் அலாமல் அருந்ததியர்கள் போட்டியிட, பெரியகுளம் என்ற இடத்தில் அவர்கள் அருந்ததியர்கள் அல்லாதவர்களை நிறுத்தினார்கள், மற்றும் நின்ற அருந்ததியரை அவர்கள் வாபஸ் வாகவும் முயற்ச்சி எடுத்தார்கள் என்பது குரிபிடதகது. இது எதை குறிக்கிறது என்று பார்ப்போமேயானால் இடது சாரிகளின் அரசியல் நிலைய பாட்டை குறிகிறது.
தீண்டாமை என்ற அமைப்பை நடத்தும் சி பி எம், தலைவராக எவரை வைத்தார்கள், தலித் மக்களைய? இல்லை, ஏன் தலித் சமுதாயத்தில் தலைவராக எவரும் இல்லையா? இவை அனைத்தும் தலித்களுக்கு இடது சாரிகள் பதில் சொல்லும் காலம் வரும். தலித் மக்களை பகடைக்காயாக உபயோகிக்கும் இடது சாரிகள் நிறுத்தவேண்டும்.
மலம் அல்லுவோர்களின் பிரச்சனையை எடுத்தார்கள எந்த இடது சாரிகள். தலைவராக தலித்தை ஏற்றுகொலதவர்கள், தலித் பிரச்சனையை பேச என்ன உரிமை இருக்கிறது.
தமிழ் நாட்டில் இடது சாரிகள் புதியதாக நிறுவப்பட்ட அமைப்பு, இயக்கம் அல்ல, நீண்ட வர்டுன்களாக உள்ள அமைப்பு, 2000 இகு பிறகு தான் தலித் பிரச்சனையை கையில் எடுகிறார்கள், ஏன்? தலித் அரசியல் 1980 வீரிட்டு எழுந்தாலும், 90 களிலும் இந்த நுற்றாண்டில் அருந்ததியர்களும் எழுச்சி அடைகிறார்கள் என்பது குரிபிடதகது. ஆகையால் இடது சாரிகள் தலித்தை அரசியல் பண்ணாமல் ஆட்சியை கைப்பற்ற முடியாது.

What is important in Tamil Politics? Caste /Tamil nationalism/ideology/power
Though Tamil Politics has shown its real face many times this time too it would show its same face once again. In Last Lok saba election one of the major campaigns was on to stop the War on Tamil People in Sri Lanka. Basically the campaign was to talk on the lines of ‘Tamils’.
The Campaign on Eelam war was taken by every political party. At least they enacted they would stop the war if they come to power. On the above issue many political parties do ‘support’ the eelam struggle, at least in every stage they have been speaking about the struggle for Tamils. In brief, Tamil Nadu has two major political parties, AIADMK and DMK. The two parties, AIADMK known for its anti-eelam struggle and DMK for pro-Eelam struggle. However in the last election Ms. Jayalalitha supported and campaigned for the cause of Tamil people in Sri Lanka. Therefore it was a competition between these two parties in showing their support. At last nothing came out, apart from a huge cry from Tamils across the world by blaming the so-called political parties for not stopping war. Political parties supported because the war in Sri Lanka was on the final stage as a result Tamil Nadu witnessed mass protest across the state. Fearing the response given by the ‘general’ public AIADMK started supporting the Eelam struggle too. The main parties in Tamil Nadu who have been claiming that they would never let any Tamils in Srilanka down were also on the race. The major political parties on those lines are DMK, PMK, DPI, and MDMK. At least those are the few parties which were openly campaigning for the Tamil struggle. (to look back into history, MDMK supreme Vaiko once said on the stage that he supports LTTE and its struggle. For this statement he was put in Jail by Ms. Jayalalitha. Once Vaiko was released he went and had a alliance with AIADMK to contest elections.)
Since the DMK was on power then/now people thought the war on tamils will not happen. But it happened and the other major political parties took DMK down on this issue. However, DMK for the Lokshaba election it took DPI into alliance. Thol. Thiruma the founder of the Organization was the first person to make the eelam struggle as a big issue by going for a hunger strike. And also DMK now and then was enacting on political rallies that they are fighting to stop the eelam war. DPI leader gave a certificate for the same. Though it was a fake struggle by DMK, but as DPI joined the alliance, public was left with no one to choose because the rest of the political parties joined AIADMK. No one in Tamil Nadu would think that AIADMK would support Tamils struggle in Sri Lanka. It was a well planned strategy played by DMK to align with DPI and to create confusion within the general public. Now a ‘Hitler’ regime is in Sri Lanka and no one to question the caliber of the government. With all this twist a new party came called NTI by Seemaan. These all drama was happening under the screen of ‘Tamils’. As a result of this all dramatic movements we could understand one thing that none of the political parties are sincery in solving the Tamils problem in Sri Lanka. Tamil or people living in Tamil Nadu should also understand that Tibetians living in Delhi have refugee land with dignity but Tamil refugees living in Chennai are very bad in the status of living and also they live in security. And Tamil political parities have done very less for these people too.
May be I think parties are supporting Eeelam struggle to funds from Sri Lankan tamils living in abroad. Therefore ‘tamil’ culture/etc are all fake in Tamil Nadu politics. What is important in Tamil politics? Let us look the assembly polls.
Coming to the Assembly polls AIADMK is aligning with MDMK and NTI. Those parties joining AIADMK should justify what made them to think again that Ms. Jayalalitha would support the Tamils struggle. Or how their movement which speaks of ant-Brahmin ideology can align with AIADMK , which supports BJP. Paties such should stop using “Periyar” on their posters. AIADMK was the party which supported the ban on cow slaughters and stopping religious conversion. This idea is basically against the ideology of Periyar. Therefore Tamil Political parties don’t have ideologies too.
For the Assembly polls the parties have started campaigning against the ruling DMK government on 2G scam. AIADMK and co-alliance are in full swing.
For the coming Assembly election Ms. Jayalalitha is fully targeting DMK in relation to the money scandal. AIADMK supreme is questioning the SCAM of spectrum but not the Godhara issue or the BJP in relation to the RSS functioning as a terrorist body. And for this the CPIM is not an exception. They too are aligning with AIADMK.
Language or the Culture does not matter in Tamil Nadu political parties. Only matter is Caste politics. Every political parties has its Caste based votes, these votes are not based on ideology or Tamil Nationalism. Only matter is Caste. These Caste based politics can align on the bases of power. Any thing can be compromised for the same. This trend is not restricted to Tamil Nadu politics but across India.

A THOUGHT FOR THE STUDENTS' MOVEMENTS
Most of the students across the Indian University fall prey to the mainstream students political parties. It is due to their engagement with the society. Hence this ‘powerful’ platform is a romantic idea for these students. Because they think the society can be changed with these so-called powerful platform. They should realize that these platforms are smoke screen.
There could be several reasons to justify for joining the mainstream students parties, however the nature of parties are always discriminative in natures. The mainstream students parties such are ABVP, SFI, BSF, AISU etc. These parties are either directly or indirectly supportive to the mainstream Hindutuva forces. Though BSF could be considered a different movement, still the autonomous student movements are far better than any mainstream movements. The autonomous movements are those who frame on their own independent ideology, such movements largely on identity politics. These autonomous movements are the representative of the crucial problems the society faces. And their survival is of resistant or the identity politics. The mainstream survives though not with their ideology in a larger scale but because of their respective political parties backing up and constant engagement.
In over all I could say that the mainstream students movements are of a different kind of an institutions functioning towards the state’s view over the society or the so –called “mainstream” parities. The serious problem with these parties are either not discussing issues or neglecting the societies crucial problems, which can be broadly put into Caste and ‘Minority’ issues.
These vacant places are filled by the identity politics which are based on Caste and ‘Minority’ category.
The problem of the autonomous body is that they do not have a financial assistans or the constructive political ideology, which I mean the self – reflexive ness. For an example these movements are largely focusing on issues and sometime intellectual ideals. These movements are the reflection of the identity politics in the society. Fighting for their own goals and means. But in academical field these different students movements should have a respect and representation over all these problems.
It is time for these identity movements to self-reflect on their own movements and to reflect over the same.
In the past history the country has see many identity movements cropping up. Such as Sub-Caste movements, sexual ‘minority’, religious ‘minority’, these issues are also given a minority status by these identity movements by treating them as a mere numerical. It is time for the student’s movement, which is the back bone of the Indian political structure, should rethink and make an alliance with the other identity movements with a spirit not with the political gains.
It is also understood that every organization cannot take up all identity issues, but they can atleast extend their support morally.
These autonomous movements do not depend upon the mainstream parties and their fight is also a resistance towards the mainstream. Prolonging the resistance towards the mainstream parties is one of the difficult task, these movement can prolong their resistance because of their spirit.
There must be a consensus/platform for these identity politics . There must be a platform for these organizations to stand on with consensus and spirit.

A suggestion to The Hindu, Safai Karmachari Andolan,and civil society.
An Open letters to all NGO’s, Dalits and civil society working on Scavenging:
Eradicating scavenging profession without liberating those people permanently is not going to eradicate scavenging. The perfect example is the recent The Hindu article (which was again sidelined) on 26th 2010 October talking of scavenging, the article titled “It’s shortlived rehabilitation for scavengers in Ambala” I quote from the article, “it took us a lot of courage to set those baskets on fire and announce that we were free. But now, for many of us the only way to feed our family is to pick up the same baskect again” said a disheartened worker.”(The caste is missing in theser article completely)
Adding to this the people in Savanur recently protested by smearing human excreata. These all shows that even if they are forced to leave or quit the profession they are not going to get liberated. And the packages or the demands put forth from these movements are not a permanent solution. Since I believe in empowering the scavenging community is the only way to eradicate scavenging. Hence I would discuss the demands focusing on Scavengers.

• Provide free education with monthly scholarship to all safai karmachari children for as many generations as their parents had worked as safai karmacharis.
• Provide job oriented technical education with residential facility and Job placements to the dependent youth of safai karmacharis .
• Provide support for dignified livelihood to safai karmachari women in accordance with their choice of livelihood schemes.

Above point on free education is a long sighted demand, but they are not clear. For example in government schools and colleges they are free with the nominal amount. It the demand says clearly that and children of scavengers should be allowed to have any education (medicine, engineering etc) the government should bear the responsibility.
After the free education is given how do we address the job? And even the present scavengers sons are educated? What about them?
Therefore the movement should press for a separate reservation for scavengers sons, and daughters.
In relation to the sweepers working in government institution should be promoted in 10 years time, and these community should be give free medical treatment, even if they have to approach the private hospitals.

THE SACRED SHIT: A response to Dr. Anand teltumbde's writing on scavenging
I am tired of reading articles written on scavenging. Usually everyone starts with giving a glamour’s title or sub-title to their article by saying “India Stinking”, “India Untouched” , etc and end up discussing elaborately on shit, which never smells bad while discussing it. The recent article written “hypocracy thy name India” by Anand Teltumbde goes ahead from the normal once to hit the core idea of Dalit movement based on, saying they should think of changing its idea from caste to class.
Overview of Dr. Anand Teltumbde’s writings on Scavenging
Anand teltumdbe has recently wrote articles on the “Savanur “incident (Tehelka, Dalit strategy for respect has failed, Vol 7, Issue 39, Dated October 02, 2010. His writing was published in Tehelka, Countercurrents.org etc. I hope the article gave a wider publicity. And for the same reason I am responding to his writings.
Before going further I would like to summarize the article. The article begins with an elaborative information of the protest and the response after it. Then he talks of the failure of the government mechanisms to implement the 1993 law on Manual scavenging. And he also says about how the Hindu forces were trying to hijack the savanur vote bank through this incident. Later he argues about the dalit movements failure in eradicating the caste system. And the reason he give is that caste cannot unite people rather class.
What stricken me was what was the author’s intention on writing the scavenging issue? Was he concerned of the scavenging people? If so when he speaks of the failure of government laws to ban the profession, why didn’t he research the reason for failure (we cannot just reject by saying there is no commitment for the government authority)? (We should also remember Acts enacted in parliament for SC/ST are not implemented properly. What is the reason behind it).And when he says that the Hindu Sammy and BJP poured into the area, then why didn’t he analyze the reason behind these sammys going to these places.
The issue of scavenging still exists in India because people do not go further the ‘shit’ argument. Either they romanticize or sympathize the scavenging community rather politizing the issue. After so many decades for once Scavengers protested in their usual way (I say usual because most of the Dalit movements took their hereditary job as a weapon or a symbol of their protest.) The protest which should have awakened the Dalit writers to rethink their strategy, but it seems they are adamant in rethinking their stand on the same issue, and rejecting the caste factor involved in it.
I would like to take few of his point and discuss.
1. ……. Ambedkar exhorted his followers to give up clearing and scavenging dead animals, eating their meat and urged them to discard ornaments indicating their caste. Strangely, the Savanur Dalits used the very marker of their dehumanisation as the medium of their protest…..
If we look the protest from the scavengers angle, the protest will not seem to be strange. The shit they clean every day was transformed into a political weapon, as any dalit movement did. For example pariyars taking their work as their weapon. Hence, it is not strange protest, rather it was a shocking protest shown by the scavenging community to the outsiders, who never expected such a protest.
2. ….This fractal, recursive, discrimination speaks of a gross malady within the Dalit movement, a movement which supposedly aims at the annihilation of caste, but paradoxically, uses caste as its cementing force. It has failed to realise that despite sustained failure over six decades to keep Dalits united, caste is not and cannot be a force of unity; it is, instead, a divisive force that splinters…….
First of all let us understand what Dalit movement means. Dalit is not a homogeneous entity anytime, it was never a unified movement. Every sub-caste movement within Dalit community is called as Dalit movement. But all are called Dalit movements for the simple reason they read the issue on caste lines.
3. …….It is high time that Dalits realised that their caste-centric outlook when opposing caste is not only theoretically unsound and morally bankrupt, but is also strategically and empirically wrong. It is high time they shunned the caste idiom and regrouped themselves as a class…….
Let us not underestimate the caste function in India, the Mandal commission would prove the same. Every leaders vote bank in India is caste based.
The issue of Scavenging cannot be bought to class. Most often surprises me is that everyone who speaks on scavenging do agree that the profession is a Caste profession and also agree that the scavenging caste also has non-scavenging community in its caste and they too live backward as equal to the scavenging people. But the writers suddenly shift their argument towards class. Even if they think it is a class problem they why are the Scavenging people who are working in government sector live the same life. Though they are economically powerful. Therefore it is the Caste. 1,86,776(Bangi population)
4. “Living on a prayer Saints and ministers queued up to meet the Bhangis”
This was a caption given in his article, but why this is not to research more. If we look on scavenging the spear headed movement was from the RSS in Gujarat. This is an area were people should look why scavenging is always attracted by the Hindu forces.
For the same reason I would say human excreta or the shit is a ‘scared’ for these people. The Government’s stand and the Dalits stand I want to clarify here on the scavenging issue. For government it is a Scared job, The government never sincerely tried in anyway to eradicate the scavenging profession but rather they wanted to modernize the profession. I perceive the point as if the shit is a scared for the Indian rulers therefore they don’t want the people to touch it in bare hands so they wanted them to were glouses, mask, etc. For NGO’s and dalits it is a evil practice. Hence they try to eradicate the ‘scared’ profession. When Dr. Ambedkar addressed the untouchables he asked for implementation of poona act and a reservation policy. But now people who address the scavenging issue they just wanted them to forcefully leave their jobs without an alternative government mechanism to offer them.

THE FALL OF THE INDIAN JUDICIAL SYSTEM ON MUSLIM Vs HINDU
Ayodya verdict and its hype before the Verdict reminds me the book “Who Wants Democracy?” written by Prof. Javeed Alam. One of the points the author makes is in Democracy the majority of the voters are from low middle class families, they expect a change but they feel cheated every elections. Same expectation prevailed among the Muslim community and others on the Ayodya Verdict, thinking the Court would do justice but the court verdict sends a message to the Muslim community that no justice can be given for a ‘minority’(especially muslims inlarge and Christians). The verdict forces them again that they are minority.
Some of the key point in the verdict mentioned in favor of ‘Hindus’. One of the important point, Muslims built a mosque on the debris of a temple. A simple question can be asked, India was constitutionally formed in 1950s. Therefore, should we start reading history and take ‘revenge’? The court read history from the Hindu temple. Before the temple was there any other temple or mosque , is a serious question. People say we should forget the past and start the present as a new chapter in history. The Court verdict proves opposite, the ‘mistakes’ you have done in the past centuries before, should be punished in the present. If we go through the court verdict, Muslims cannot pardon anyone in the country, since the sepoy mutiny. For example: Delhi was once highly populated by the Muslims, they were butchered by hindus during the sepoy mutiny and the British supported the Hindus for doing the same. (read Last Mughal). Overall the verdict asserts, past history whether sad/good belongs and be decided by the ‘Hindus’.
Was the court neutral? I suspect. Before the verdict was pronounced there were different reactions. Let us see some of the significant reaction. The government of India is busy in dealing with Naxals, Kashimiris, CWG problem. But still went ahead with the verdict. One of the important reactions was the government of India did not provide enough security in Uttra Pradesh, before the verdict. Ms. Mayawati criticized the centre for not providing enough security. And the BJP was not interested to show any reaction on the upcoming verdict.
What is the importance of the land? It’s a matter of equality, dignity and self respect. After the verdict pronounced a news paper carried a headlines saying the Verdict kept the India ‘United’ (Deccan Chronicle) and even mass media. For these so-called Hindutva media the Unity means the country being calm. Under the carpet they also prove India can be united only by satisfying or breeding the communal forces. Some papers said that “India proved of its ‘secular’ stand”. They should remember, India was never a secular in its real meaning. The National mass media (Doordarshan) broadcasted Ramayana, Mahabaratha, the state books forces everyone to read Ram killed ravana at class 2, etc. Many movies would bear or show the photos or a celebration of an hindu icon, “Robot” rajini movie recently, adding to this Hindus can get away from any riots, for example, Gujarat riot, Babar Masjith, Mumbai riots, on these occasions Muslims are randomly picked in the name of terrorist, under the act of POTA, the Armed Forces Special Powers Act and other draconian laws. (I refer to the Book who killed Karkare, and Listening to Grass hoppers) these all would be enough to prove that Hindutva forces are dominant and India is a Hindu country and not a Secular, which is against the Indian Constitution. The growing hegemony of a Hindu Fascism in India is unnoticed or least bothered by the social movements, civil society etc. As there are many writing which says that the verdict is biased to Muslim, The matter of fact of the verdict in our subconscious reminds us that the muslim community has got nothing from the “Indian Government” in relation to their empowerment. ‘India’ has done very little for this community’s empowerment. Only when this community is empowered, they can look for justice in court or from the government. The Muslim, Dalits other political parties, who have been selling their community should do some good at least,

The Great EFLUniversity, Hyderabad. Was never a good place for academics
The campus is a vibrant place for politics. If anyone wants to do politics, then the best place to learn is in this campus. Certainly the University is ‘best’ in academics too. There are some or a handful of students who clear JRF exam, there are students who go abroad for their PhD and there are various people working in different corporate sectors as Managing directors, editors. But these people are not from the SC/ST. Then what is the point in saying that the university is good for academics. A best academics university is where majority of the SC/ST should be prepared to qualify in various fields.
All said above if anybody reads this and asks any faculty in our campus may be of any community he/she belongs, faculty would even immolate themselves to assert that the campus is good for academics and it is ‘Caste’ free and the University has been annihilated from Caste issues. And it was in the last two years the Caste ‘free’ campus campaign started and ended in 2010. As a result the Dalit students association will not be seen among students. Hence, students started writing about DABMSA (Dalit Adivasi Bhahujan and Minority Students Association). So DABMSA is a history. (these so-called faculties must be taught of what is Caste and how it functions in the educational institution). This university has around 36 dalit/adivasi faculties. They have been annihilated from the question of Caste and in the process of conversion into Brahmins.
Therefore at present in campus everyone, those who are not victims would assert and sing songs there is no Caste issues in Campus and Faculties would play the background music for this. Then they would theorize that everything is class and merit. However, as soon as they step out of the University gate immediately Caste operates for them. As a result of these above mention one tribal girl and an OBC boy etc have not been admitted in the Class. There are various other cases such but doesn’t come to public. Incase the victim talks to an association or anyone outside the campus to involve in the matter, these so-called people would theorize and keep this issue under the carpet. We should not forget that there are many students who do not have the courage to discuss Caste issue in campus because they feel they would be targeted by faculties, irrespective of caste the faculty belongs to. This is the failure of Dalit faculties/students, because there must be a place where these issues are discussed, which gives courage to the Dalits/Adivasi’s to discuss the matter in public. Even in the national scenario there were number of SC/ST atrocity cases filed after 1990s, thanks to various Dalit movement which gave the courage and backed the victims.
And it is sure that if SC/ST students are guided properly in their academic they would top in every field. But they are guided in political movements and activities.
Adding to above the campus life even for general students is in chaos now:
These below mention issue happened in less than two months
Past issues
Last week some ten students put a ladder and went into a room through the window and beat one person black and blue. And those people who beat them took the backing of faculties, the provost saw the student who was victim after two days, and I hope Provost has not given bouquet of flowers to the student to become ‘mahatma’ by not going to police station.
Students protested by locking the administration building a month before asking basic infrastructure in the Hostels.
Faculties went against them and protested by boycotting their classes, teaching students how to protest and they should not lock the administration. Later they demanded (but not know to whom) the administration to take action on students who protested. In the meanwhile the faculties did theorize the mode of protest reminding ‘Mahatma’ Gandhiji, etc. Thanks to them for not asking the students to take a ‘dhandi’ yatra somewhere in their respective hostels.
Continuous issues:
Stones are pelted on Ladies hostel once or twice in a week and sometimes beer bottles over the Ladies hostel.(people who have doubt can talk to the security Guards) And repeated complains to the provost has made them to realize the potrail of police in Indian Cinema.
At present Non-teaching staffs are on protest asking for implementation of six pay commission rules, which suggests them that a person who worked for 10 years should get one promotion and if 30 years, 3 promotions. Therefore if a person has got one promotion in last four years and he/she has worked for 30 year. Then he/she would be given two more promotions or atleast the increment. Approximately there are 54 people would be benefiting from this rules. The order has been prepaid and signed by the Executive Committee, which is the higher authority in the Universtity, for implementation but it was not implemented therefore they are on protest. They took the support of the Temporary staffs also for the protest along with the students. By supporting the permanent staffs demand, the temporary staffs are not going to get anything from these permanent staffs. The sad side of the story is the immediate enemy for the temporary staff is the permanent staffs. These people are used as a use and throw paper in the issues. Certain things are not clear on their agenda but still I support because in which protest everything was clear. Whatsoever atleast this protest may let the MHRD to appoint a VC at the earliest.
With these all above incident the academic life is nowhere in campus. Therefore, people who read this kindly pelt some stones on ‘Ministry of Human Resources ’, University Grant Commission or anyone for the matter, to send a vice chancellor for the University.
All said above if anybody reads this and asks any faculty in our campus may be of any community he/she belongs, faculty would even immolate themselves to assert that the campus is good for academics and it is ‘Caste’ free and the University has been annihilated from Caste issues. And it was in the last two years the Caste ‘free’ campus campaign started and ended in 2010. As a result the Dalit students association will not be seen among students. Hence, students started writing about DABMSA (Dalit Adivasi Bhahujan and Minority Students Association). So DABMSA is a history. (these so-called faculties must be taught of what is Caste and how it functions in the educational institution). This university has around 36 dalit/adivasi faculties. They have been annihilated from the question of Caste and in the process of conversion into Brahmins.
Therefore at present in campus everyone, those who are not victims would assert and sing songs there is no Caste issues in Campus and Faculties would play the background music for this. Then they would theorize that everything is class and merit. However, as soon as they step out of the University gate immediately Caste operates for them. As a result of these above mention one tribal girl and an OBC boy etc have not been admitted in the Class. There are various other cases such but doesn’t come to public. Incase the victim talks to an association or anyone outside the campus to involve in the matter, these so-called people would theorize and keep this issue under the carpet. We should not forget that there are many students who do not have the courage to discuss Caste issue in campus because they feel they would be targeted by faculties, irrespective of caste the faculty belongs to. This is the failure of Dalit faculties/students, because there must be a place where these issues are discussed, which gives courage to the Dalits/Adivasi’s to discuss the matter in public. Even in the national scenario there were number of SC/ST atrocity cases filed after 1990s, thanks to various Dalit movement which gave the courage and backed the victims.
And it is sure that if SC/ST students are guided properly in their academic they would top in every field. But they are guided in political movements and activities.
Adding to above the campus life even for general students is in chaos now:
These below mention issue happened in less than two months
Past issues
Last week some ten students put a ladder and went into a room through the window and beat one person black and blue. And those people who beat them took the backing of faculties, the provost saw the student who was victim after two days, and I hope Provost has not given bouquet of flowers to the student to become ‘mahatma’ by not going to police station.
Students protested by locking the administration building a month before asking basic infrastructure in the Hostels.
Faculties went against them and protested by boycotting their classes, teaching students how to protest and they should not lock the administration. Later they demanded (but not know to whom) the administration to take action on students who protested. In the meanwhile the faculties did theorize the mode of protest reminding ‘Mahatma’ Gandhiji, etc. Thanks to them for not asking the students to take a ‘dhandi’ yatra somewhere in their respective hostels.
Continuous issues:
Stones are pelted on Ladies hostel once or twice in a week and sometimes beer bottles over the Ladies hostel.(people who have doubt can talk to the security Guards) And repeated complains to the provost has made them to realize the potrail of police in Indian Cinema.

India a Paradise for Tatas, Brilas and ambani etc and Hell for others
Once in five years we (Indians) are reminded by the Government of India that we are living in a world highest democracy. Rest of the period we are again reminded of a contradiction idea that we are living in one of the feudal society, where public opinions are created by the politicians and the worst part is the News Medias work as a mouth piece of the feudal government. The land we live in is a Paradise for the Tata’s, Ambani, and other business man, and it is a hell for the Dalits, Muslims, Adivasis and other subaltern groups.
Recently I happened to travel by one of the Meeru Cabs in Hyderabad, India. While interactive with the driver I came to know many shocking details of the life they live in. Meer cabs are available in Mumbai, Delhi, Bangalore, and Hyderabad. Basically these cabs were introduced to operate to and fro the airport. Later this expanded to all walks of life, such as people use these cabs as Taxis too. The owner of the Meeru cab is Mr. Neeragi Gupta, ofcourse there are many owners depending upon their shares on the cabs. In Delhi there are around 1,000/ cabs, Hyderabad 800/, Bangalore 1000/ and Mumbai 1,500/- these are the approximate cars I am quoting. By the way we should not forget that there are many companies operating cab services too.
Each cab is monitored by radio and satellite for almost 80 kilometers surroundings. Driver of the each cab is the temporary ‘owner’ of it, 24/7 the cab would be his. There is a computerized system in the car which would track the passengers destination and the cab near to the destination and send messages to it asking there is a pickup nearby interested please inform. The first person who chooses would be the luckly to get his food. Nothing is compulsion but he has to pay every day Rs.900/- to his office excluding to this he has to pay for the petrol and the remaining amount he earn is his. If he drives the cab for 18 hours a day he would be getting Rs. 1000/- or Rs.500/- for him. And the maintenance of the car is done by the office but any accident happens the owner would spend 50% and the Driver 50% of the expenses. Recently they have introduced a system like any person want to be a driver of a Cab should deposit Rs. 10,000/- as a security deposit. The Driver can take leave but he has to pay Rs. 900 as a rental. In case he take a leave for a week then he should write to the office and request them to provide a leave. The office would provide him leave by taking the car back from the driver and if the driver doesn’t return after a week, then he would be treated as a new comer by asking him to go for a medical test and attend the class for a week and then he would be provided a job there.
With the above information we can clearly understand the company is overlapping the rules of daily wages norms fixed by the Indian government or the working hours. There are no holidays for the Driver. The CPI, CITU claim they are working for the people and fighting for the rights of labour. Where have they gone. While saying this I just remember of Arunthathi Roy’s book “listening to Grass Hoppers” I quote from the book
“The era of Privatization and Structural Adjustment accelerated that process at a mind-numbing speed.”

A Tribal girls discrimination is unnoticed by educated or progressive community
The Incident
Ms. Rajitha, student of 5 year Integrated MA German 2008 batch, who belongs to the ST category, was refused permission to attend her 5th semester classes which commenced this August. She had failed 4th semester exams, and this was stated as a reason for not letting her attend the classes. In her 4th semester there are four courses in which for one she was given ‘F’. In other three courses she has acquired grade ‘D’, ‘E’ and ‘E’. Her GPA was below the minimum qualification for promotion. Her verbal appeal to the Controller of the Examinations to let her sit in the classes, or atleast to let her attend the 3rd semester classes were responded to orally by the Controller that he has issued orders to the German Department stating that she can attend the 5th semester classes. This was under the provision of the Supreme Court ruling regarding failed SC/ST/OBC students which categorically mentions that students belonging to SC/ST/OBC category and has failed in upto three subjects should be given a chance by promoting to the next semester.
On grounds of this assurance from the Controller, when the student approached the Head of the German Department, she denied being issued any such order by the Controller. Ms. Rajitha was made to wander between the two offices, with no respite. On 19th August 2010 (Thursday), Ms.Rajitha was intimated by Warden, that she could no longer avail of the mess facilities from 20th August, as she belonged to no course of the University.
Here I quote from the university ordinance (updated version) Point 2.5.9.3.
“For promotion to second semester, a student must obtain at least a ‘D’ grade in minimum 50% of the courses (e.g. 2out of four courses or 3 out of 6 courses) in the first semester.”
According to the Administration, Ms. Rajitha was given a chance to sit in the next semester i.e. third to fourth semester. Along with her, there was another SC student with the same problem. He also was promoted, it was due to Ms. Rajitha coming out and fighting for justice. And this semester she has been targeted by the same Dean of German, and once again she is fighting against the injustice she has to face. Basically Ms. Rajitha was failed in two subjects in third semester, and she was not allowed to sit in class for a month almost. Every day she was sent to Controller of the Examination, Dean of German studies and the VC’s office. Despite repeated written requests from the VC to the Dean of German studies to accept Ms. Rajitha into her 3rd semester, no positive action was taken. Students protested against the decision of the Dean of German studies for not allowing her to sit in next semester. Yet nothing has happened yet.
Our Demand
In the light of the above mentioned events, the Dalit Adivasi Bahujan Minority Students’ Association (DABMSA) hereby reminds the administration of EFLU that the treatment meted out to Ms.Rajitha is in direct contravention of the Supreme Court ruling regarding the promotion of SC/ST/OBC students. Taking into account not just the flouting of rules, but also of the psychological harassment that the student in question and by extension the students of the whole community faces, we demand stern action to be taken against the Dean of German studies, and thereby mend the loss of faith inflicted upon the students of the oppressed sections of the society. We also remind you that this incident is not one of its kind, but rather a routine by the German Department in dealing with its Dalit students. It is to be mentioned here that the same incidents had happened in the last semester, and there was a public outcry against the Department. Nothing came out of it except admitting those students who were not promoted. In the light of the above incident we would like to remind the University that it does not understand the spirit of the Supreme Court order either. The court ruled in the case of Avinash Singh Bagri &ors. Vs Registrar lit Delhi &Anr. On 12 August,2009, I quote
4. It is the case of the petitioners that in spite of providing reservation in higher education like Medical and Engineering streams, no coaching or any other facilities are provided to SC/ST/OBC candidate to enable them to compete with other general category students, as a result of which, more than 90% SC/ST/OBC students are dropped out from these higher courses in first year or second year……. The reservation made by the Central Government/State Governments becomes redundant as no infrastructure is provided to SC/ST/OBC candidates to enable them to acquire bench marks.
The UGC guidelines under Scheme of Remedial Coaching at Undergraduate and Postgraduate Level for Scheduled Caste and Scheduled Tribe Students and Students Belonging to Minority Communities state:
Remedial Coaching is to be organized at Undergraduate / Postgraduate level with a view to �
a. Improve the academic skills and linguistic proficiency of the students in various subjects.
b. To raise their level of comprehension of basic subjects to provide a stronger foundation for further academic work
c. To strengthen their knowledge, skills and attitudes in such subjects, where quantitative and qualitative techniques and laboratory activities are involved , so that, the necessary guidance and training provided under the programme may enable the student to come up to the level necessary for pursuing higher studies efficiently.
It is surprising that the University conducts Remedial courses for the English but not for foreign languages. The foreign languages undergraduate courses were started by August 2008. Since then, there has been no kind of discussion over the issue.
These rules are neither followed by the University. The saddest part of the story is that in the last semester when the student was admitted after a protest, the administration has not thought of at least reviewing its stance on such academic issues such as introducing remedial class for SC/ST/OBCs. This semester the student has around 99% attendance in each course, except those days she was not allowed to sit in the class. There is a reasonable doubt that the girl was failed in the subject tutored by the Dean of German, who rejected her in last semester and who has again refused her to promote her.
EFL-University is a newly formed university. Earlier it was called as Central Institute of English and Foreign Languages (CIEFL) and had post-graduate course and research. After CIEFL becoming a central University, the administration introduced new courses for undergraduate B.A honors’ in all streams. It is the fact that since its introduction there is a huge outcry from the students at the beginning of every semester that they have been failed in the previous semesters, and the majority of students who face these problems are from the SC/ST/OBC background, in particular from the German department where they have been rejected promotion on the grounds that they haven’t met the minimum academic requirements.
The administration cannot just follow the rules by implementing the Reservation policy in the admission procedure. Here I quote from the Supreme Court order again on the same before quoted..
“…..learned counsel appearing for the petitioners strenuously submitted that there is no use in providing reservation in higher education/higher courses in IIT, Medical and Engineering streams when no extra facilities are provided to SC/ST/OBC candidates to enable them to compete with other general category students. He also contended that no extra coaching or facilities are provided to them in these higher category students.”
In the light of remedial coaching not being provided to the SC/ST/OBC students, the Supreme Court ruling of “a chance” does not apply to the above mentioned case. Therefore, the student deserves not just admission to the classes but also extra coaching from the authorities to all SC/ST/OBC students. By denying her admission, the administration is in fact trying to veil its gross irresponsibility towards the students from the oppressed sections of the society.
We request all the readers to extend their support to fight this case and provide justice for the tribal girl.
